Louisiana's CSS program had its formal beginnings around 1999. To date, there have been three training sessions and approximately 100 persons have been trained.

Policies & Legislation:

While not specifically stating CSS support, DOTD has an Environmental Policy which can be found at www.dotd.louisiana.gov/planning/environ/20000512_environmental_policy.shtml. This has been the impetus for utilizing CSS techniques at DOTD.

A CSS Policy is currently being considered for approval.

Other Public Involvement Techniques:

On some of our larger projects, we have instituted websites and toll-free hotlines. We currently have a rural project office on I-69 in North Louisiana. On two major urban projects, we have had project offices and major charrette efforts.

We have also used visual aids, such as computer simulations and video flyovers, as a tool to enhance public understanding of complex projects.

CSS Training:

Mostly Project Managers, Planners, NEPA personnel have been trained at this point. About 100 persons have been trained so far, and future training courses will be held semi-annually. The training has been conducted by CH2M-Hill, Kentucky Transportation Center.

CSS Manuals:

A manual, entitled "Stage 1 Planning/Environmental Manual of Standard Practice", completed in February 2005, includes CSS as a part of considerations in planning highway projects. It is currently undergoing revision based on ongoing departmentwide process improvement efforts.
